The Problem:

The world has become ever increasingly complex. While the danger of the “Cold War” and nuclear holocaust are pretty much behind us, the threat of international terrorism provides a whole new set of problems. Also, the rise of “Globalization” is an unstoppable force that will only add to these complexities.

Background:

Our State Department has operated fairly effectively in spite of increasing complexities in the world.

The Solution:

We should have more out reach programs like the Peace Corps, student exchanges and a USA propaganda system like Radio Free Iran, a USA Internet site and global equivalents of C-Span
