To address all of the major issues in MOTRA a Preliminary Project Master Plan has been developed to provide some sense of structure to this process. This PMP provides rough goals and objectives, lists major constraints and identifies many major issues with a statement of the problem and a proposed solution for each. This Preliminary PMP was drafted strictly from the viewpoint of the author and by no way is considered as a final product. It is a working model which is open for discussion and for suggested amendments and deletions.

Note: This plan is intended to serve as a baseline “Straw-man” of the primary political issues confronting America today. This initial draft reflects the viewpoints of the author – an admitted liberal progressive - but it is intended only to be a starting point. It is hoped that with active input and exchanges from across the full range of the political spectrum, it will grow to become a summarization of the total political landscape of America. Eventually, it is planned to include summarized viewpoints of all political perspectives (left, center and right). Then, using polling information, an attempt will be made to define a “middle of the road” (MOTRA) position of each issue.

Initial input is requested to help identify more “issues” than are currently included. Once we get this “straw-man” better defined, input regarding viewpoints on the various issues. It is hoped to find “Project Team Members” to assist in developing this Master Plan. It would be nice to have 3 “Principal Contributers” (a liberal, a moderate and a conservative) be assigned to each issue.
