Patterned after the NCAA, this group would help coordinate university research efforts across the country. It would develop and maintain a database of on going research efforts, evaluate proposed new research ideas and make recommendations regarding increased needs or unwarranted duplications. It would seek methods to provided balance in research efforts both in the interest of American needs and in the interest of strengthening college and university capabilities.

Annual reports would be published. Annul recommendations would be made to the government regarding areas of funding research.
